What about when you want to hand-carry items (with your luggage) under a DSP-73 when you travel outside the country. What is the protocol?

My company would like to perform an explosives safety hazard analysis for a foreign country. We would use only public-domain unlimited distribution DoD documents and manuals. I know that transfering the manuals themselves does not require an export license. However, does using the manuals to perform a technical analysis "defense service" for a foreign country require a license. No new technology is being created, but we would like to deliver technical analysis results to the customer. Thanks.

My questions are relating to temporary export of an ATF NFA registered item, a rifle sound suppressor specifically.

While ATF does not require the filing of their 5320.20 form for transportation within CONUS of sound suppressors is a DSP-73 required for the temporary export and subsequent return for an item of this type?

Thank you.

We are a contract manufacturer of electronic assemblies for Military/Defense/Aerospace applications. We are pursuing manufacturing product for a Canadian company. The product design belongs to the Canadian company, not us. The application is a US pilot trainer aircraft cockpit. Because the technology does not belong to our US based company, but rather to the Canadian firm, do we need a license to export their own product to them? We are just "adding" our manufacturing expertise. On another note, if they want to visit our facility (which has security clearance), do we need a license to allow them to come into our plant?
